This wording was inserted after an earlier reviewer complained that the proposed model makes no predictions! In common usage the predictions made by a model are phenomena for which they offer an explanation, as opposed to strict predictions in the temporal sense. There are very few models of perception that make predictions in that more strict sense, because our models of perceptual phenomena are lagging far behind the masses of data that continue to be gathered on perceptual phenomena.

Strictly speaking the reviewer is right- it would be more accurate to say that these are phenomena for which the model accounts, rather than predictions in the strict sense.
